Contractor Heine was awarded the contract to construct ten miles of the Kettle Valley rail bed from the end of the track at Osprey Lake.
In March 1914, there were one hundred men employed on the Heine sub-contract and, by May, Heine had two hundred men working as graders on the line. He was supervised by W.S. Curran.
